i know the background is bad
Not bad for a first page at all. A few things:
- Your speech bubbles are crowding the faces. Leave room for them when you pencil.
- Tibbs' crown changes size between panels 1 and 3.
- The background is actually fine, it's just all the same line weight as the characters. Use a thinner line for stuff that's further away.
What Dave said about line weight. Thicker on the characters, thinner behind. Instant depth.
Love Tibbs' expression in the last panel. Very regal for a raccoon.
