PunBB was built as a reaction against the feature creep of phpBB and vBulletin: fewer database queries, a lighter codebase, and a default theme stripped down to little more than a list of forums and a thread table, with none of the avatar galleries, rank graphics or signature clutter that defined its rivals. It appealed to technically-minded communities — Linux and programming forums especially — who valued speed and plain-text clarity over visual flourish, and who often ran it on modest shared hosting.
